Olaf gets more dangerous the closer he is to death, which makes him miserable to finish off. Berserker Rage grants attack speed scaling with missing health, so a low health Olaf hits noticeably faster than a full health one, which flips the usual logic of finishing off a wounded enemy. Reckless Swing hits hard with true damage on a short cooldown, a brutal trade that favors him against anyone he already has an advantage over. Vicious Strikes adds a burst of attack damage along with lifesteal and spell vamp, letting him sustain through a fight he's committed to. Undertow throws an axe that slows on the way through, and picking the axe back up cuts its cooldown down, rewarding aggressive positioning. Ragnarok is the reason all-inning him is risky even at low health: total immunity to crowd control plus a burst of stats for several seconds, meaning the usual plan of locking him down and finishing him off just doesn't work during that window.
Counters & matchups
Ragnarok ignores the crowd control that defines this roster and Reckless Swing is true damage; ranged kiting is the only real answer.
