Blitzcrank supercharges themself to increase Movement Speed by [ 16 / 20 / 24 / 28 / 32 ]% and Attack Speed by [ 30 / 38 / 46 / 54 / 62 ]% for 8 seconds. Afterwards, Blitzcrank is Slowed by 30% for 1.5 seconds.

How Blitzcrank plays
Editorial Reading of the kit above, not a sourced claim - the numbers inside it were checked against the client before publishing.
Everything about Blitzcrank exists to set up one grab. Rocket Grab stuns and yanks a target straight to him from way outside normal engage range, and once that connects the rest of his kit is just cleanup: Power Fist knocks them up, Static Field's passive is already chipping away, and Overdrive gets him into position to finish the job. Mana Barrier is a quiet safety net, an automatic shield when he drops low that can bail him out of a bad trade he shouldn't have survived. Static Field's active silence is easy to overlook next to the hook but it's genuinely disruptive against anyone relying on a spell to save themselves. The tradeoff for all that engage power is that missing the grab leaves him with almost nothing, no real escape and a long cooldown to sit through while everyone remembers exactly where he is.
Counters & matchups
One grab ends the lane against immobile carries. Black Shield and Spell Shield both eat the hook outright.
"In lane" means both champions are played in the same role in Classic; "across the map" represents cross-lane dynamics (e.g. jungler ganks, roaming supports). All matchups evaluated strictly within the 63 Classic launch champions.
