How Soraka plays
Editorial Reading of the kit above, not a sourced claim - the numbers inside it were checked against the client before publishing.
A losing fight isn't always over once Soraka's ultimate is up. Wish restores a meaningful chunk of health to every allied champion on the map at once, regardless of where they are, which can undo a bad engage or a badly timed dive in a single cast. Astral Blessing heals and grants armor to a single ally, solid single-target sustain for keeping a lane partner in a fight longer than they should be able to stay. Starcall pokes everyone nearby while stacking magic resist reduction, which quietly makes her team's other damage hit harder the longer a fight against her drags on. Infuse is flexible, either refilling an ally's mana when they're running dry or silencing and damaging an enemy who's trying to escape or finish someone off. Consecration passively boosts her own and nearby allies' magic resist just from her being around. She has very little personal damage output, so her whole game plan is keeping everyone else alive long enough to win.
Counters & matchups
Global healing beats sustained-damage lanes; burst that outpaces the heal, and hard engage, are the answers.
"In lane" means both champions are played in the same role in Classic; "across the map" represents cross-lane dynamics (e.g. jungler ganks, roaming supports). All matchups evaluated strictly within the 63 Classic launch champions.
