Gangplank support is a very strong laner with Q harass that can easily build up his passive before and during an all-in and can reliably proc Pickpocket for 5 gold. You generally want to rush level 2 for an all-in ASAP especially if you're against a hard CC support. The damage and move speed steroid you and your carry get from E is not to be underestimated. I wouldn't suggest picking it with a scaling carry most of the time as the plan is to snowball quickly from winning lane. It lanes particularly well against Morgana support as you can tank the binding and cleanse it for a very easy all-in.
